I would not worry about anyone creating such a player.

The way a CED player works is not compatible with a laser. The stylus rides on top of the groove on the disc. The depth of the groove steadily changes causing a change in capacitance. As it changes, a circuit in the player changes its frequency. The frequency change contains the video and audio signal. (I am simplifying this as we are dealing with an LC cricuit. The change in capacitance between the stylus and the bottom of the groove changes the frequency of the LC circuit thus changing its frequency of oscillation.)

A laser would find it difficult reading the groove depth to get the change in capacitance. The bottom of the groove has almost no reflectance. The laser beam would be almost entirely absorbed by the plastic of the disc.

I have tried to explain how a CED is read and I maybe in error in some details. An LD player could not read a CED as a CD player could not read a 45 rpm record.

I think the only feasible way to do it would be to stack two machines and built a case around them, it would be this giant bulky thing the the size of a microwave oven at least.
