I have the 2002 region 1(NTSC) issue of the fourth season set and Best of Both Worlds part 2 is 45 minutes and 31 seconds long. The PAL LD Best of Both Worlds part 2(side 2) is 43 minutes and 48 seconds long but this includes as I said the Dolby Pro Logic surround logo sequence at the beginning of the LD side but doesn't include the Pioneer logo at the end of the side of the LD. I knew PAL was faster but I didn't think it was 2 minutes speeded up. You can tell the audio is speeded up if you play the PAL versions. This doesn't just include LD but also the VHS releases and the region 2 releases.

Exactly but trek series were shot on 35mm film (except very few interior shots) then edited on ntsc video. 3:2 pull down process is used to convert film to ntsc and it can be reversed. The correct way to convert ntsc (if film sources as in case of star trek) to pal is to apply reverse 3:2 pull down and speed by %4.

Enterprise episodrs were shot on digital hd cameras in 1080i60, those were converted to 1080p24 using 3:2 pull down(if done correctly, it is artifact free). There is only 1 ds9 episode on season 3 of tos bluray as an extras. No plans for voyager and ds9 to be ported to bluray yet.
