My first LD player was a 1750. Lovely thing!

That plastic piece is called "CA-SW Lever" VNL1498. It is part of the mechanism assembly.

strikemrb1 is spot on. You need a frequency counter to set it back to 3.579545Mhz.

It is. Currently the reference player for the Domesday Duplicator. Excellent documentation on the project's website under the "Resources->LD-V4300D" menu.
