I have these two. Criterion confirmed them as legit for me a couple years ago:

From what I have heard Citizen Kane & The Third Man should also be out there on CC VHS, but I have no data to back it up.

That is certainly a strange choice to issue select versions of films on a format like VHS that didn't really lend itself to supplementary material or high quality audio/video.
I can see why the idea was quickly shelved but interesting to see that Criterion even thought to try it.

What I heard was that they were almost exclusively used as rental products, although the 2 I have contain no indications of that (stickers, abuse, etc.) I will say that My "39 Steps" is great, but my "Lady Vanishes" is pretty much shot. Just a show piece at this point.....no way to watch it.

Well, they are part of Janus films right? Or something like that? I do know Janus released films on VHS.

First times I saw Jean Cocteau's La Belle et la Bete and Orpheus were on VHS from Janus films.

Criterion's first 3 CLV only releases were released on VHS & Beta for retail sale.

The Third Man
The Lady Vanishes
The 39 Steps

These 3 titles in the LD format did not have any special features. There are two printings as the covers in the above pictures show. The grey "box" cover is the first and looks like the early Criterion LD's. The 2nd black cover follows the 1989 re-releases on LD sporting the new Criterion logo. These were the only VHS & Beta Criterion releases. Keep in mind that all 3 all Rank Films releases. I know Embassy had the rights to release many Janus Films on both VHS & LD in the mid '80's. They released the pre-Criterion versions of Summertime and Beauty & the Beast as well as many others. RKO films were being released on VHS already under their own imprint. They were still available to buy in their 1994 catalog as were these Voyager releases.

Comic Book Confidential
Imagine the Sound
Eadweard Muybridge Motion Studies
Philip Pearlstein Draws the Artist's Model
Persistence of Vision Vol.1,2,&3
Poetry in Motion
Salt of the Earth
Ted2
Bill Viola Vol.1,2,3,&4

My Home Vision Cinema VHS of Throne of Blood actually has the Criterion logo at the start.

Janus worked directly with Home Vision as well as Embassy for their International Collection to distribute their films on tape while Criterion got the LD rights. Seems like Throne of Blood actually happened to use Criterion's LD master, unsurprisingly.

I would like to add my 2 cents worth in saying that I have a copy of Ikiru that is a Janus films VHS release and while the outside of the box doesnt say it the film starts off with the Criterion bumper. Whenever I think Janus films I always think Criterion which is why I find it odd that they also released The Third Man on VHS which is a different cut of the film than my Criterion LD of it.

Here are some more photos, courtesy of the OP. I've logged all pre-DVD Criterion releases here and here.
