This had to of been a movie made in the 70's or early 80's. It involved a blonde-haired guy who was sort of an alien (maybe?). He looked normal and met a girl, but there was also this african-american magician type guy following him around to kill him or something. I specifically remember one scene involving the blonde haired guy at a track event. Right before he began his race, the magician stood up in the stands and started saying a spell. When the race began, the blonde haired guy began running in place like he couldn't move.
Also remember another scene where a girl teaches the blonde kid how to kiss...barely.
This might sound a little jumbled, but I haven't seen it in at least 10 years, and Would love to remember what it is called. Not even sure if it is a Disney movie, just remembered seeing it on that channel as a child.
