So to answer my own question. I watched disc 1 USA and disc 2 Jap. If i had to make a comment i would say the Jap copy does look slighty better when using the D-EXT setting on my player, Sound much the same, maybe the USA copy had a small advantage but could just be the beer. Either way both are great discs and the audio rock, subwoofer was slowing destroying a nearby bookcase. Decieded to be selfish and keep both

This film holds a special place for me... it was the first film I ever saw multiple times in theaters, including early release day, and I've owned it on pretty much every format now (VHS, 5-Star DVD, Blu-Ray, now LD... Haven't ponied up for UHD yet, probably wait for a deal). The only film(s) that match it for number of formats I've purchased is the Star Wars OT, and I haven't purchased that on UHD yet either (mostly thanks to Disney+).
Is there any compelling reason to seek out the 1998 ID4 Special Edition LD? I'm not really a special-features person and I'm pretty sure they've all been released elsewhere anyway... so I'm not sure it's worth the price it's demanding. its certainty has a well done AC-3 trackc The SE:ID4 LD if your a ID4 fan then i would certainly put a few pennys aside to pick it up
