I have 11 Taiwanese discs - all were pressed by known entities; Pioneer Japan, Kuraray and one from PDO UK.
I am fairly certain that disc that you are referring to was not produced by PDO UK.
It looks like a PDO UK disc because there are no apparent mint marks on it and because of its dotted rim.
I have an Indonesian karaoke disc that looks exactly the same but it has a Made in R.O.C. Taiwan sticker on its cover which is proof to me that it most certainly was never manufactured on the other side of the globe. It simply doesn't make any sense. PDO UK almost exclusively produced for the local market and to a lesser degree for the German market as well.
In addition, side 1 plays perfectly fine while side 2 has minor rot. I have never encountered any PDO UK manufactured discs that had at least one flawless side. They all have their flaws, from somewhat minor to very severe.
I do not know who the real manufacturer of these discs was. Maybe it was PRINCO or possibly some other obscure pressing plant in the island nation.
The only way to really prove whether it was a PDO UK disc would be to remove the label. PDO UK mint marks put their mint marks underneath the label and they are quite characteristic.
