I have been trying to makes sense of a series of various releases carrying OEM mint marks scheme.

Here is the complete list as of today:

And then 2 GERMAN NTSC release that I understood couldn't be released directly in Germany because of censorship and were pressed in Asia and then re-imported to Germany?

Yeah on the back of the first one it says "sale in Switzerland, Austria, or Luxembourg".

I think the two possibilities are:
1. They all came from same factory.
2. Mastering was done by company A and replication by company B. If "OEM/95/1234A" is the only visible mark on the disc, and it is not stamped it seems to support the scenario that PDO had stampers shipped to them and then they replicated it. They are notorious for having no markings of their own. Further, if Pioneer Japan pressed either of those German discs, there would be a stamped serial unless that was omitted by the person who added it.
