Maybe it's from one of their arcade Laserdisc games? Like Time Traveler?

Oh good call. I've seen the motherboards and none of them take cartridges, I even tried to get a few to convert cabs as at the time I had a bunch that were empty and could pickup those industrial LD players for super cheap, but the LDs were the expensive part and it just wasn't worth the money when I could make more with an A/B capcom board dropping into a Jamma harness.

I think this might be the answer. It looks like a prototype Sega game which was also released on the 3DO. The cartridges look similar to the Saturn arcade cartridges, but prototypes. I am guessing the Laserdisc possibly contains the FMV footage? Here's a longplay, note it's sort of NSFW (an understatement). https://archive.org/details/SaturnLongplay136TheYakyuuKenSpecial
