But yeah plenty of places would sell the items at a heavily discounted price instead of binning them. Never noticed the hole punch thing myself.

It means the movie or album sat in stores or in warehouses unsold until the publishers bought them back. They alter the product so that it doesn’t look new anymore and then they get rid of them at a lower price in a different market, the crap bin as it’s also known. It has no relationship to the quality of the release, just that they made too many. I’ve gotten some great cutouts over the years. Cutout cassettes were the most gory. They sawed right through the case and into the cassette in some cases. Sometimes they used just a single drill hole in a harmless place, all the way through the tape.

Usual practice is to mark the stock or goods in a way that renders them unsalable as new stock. Often stamping, hole punching, corner cutting, top cutting, staining and other methods.

I have seen some extreme things with remaindered stock but that is crazy, drill holes through the cassette. Got a few hole-punched LDs but non so far any with corner cuts. Cheers
