I’ve never seen them but they can be made or cut down from 12”s pretty easily.

Inside or outside??

Inside you are SOL and need to make them yourself, get an electric hot knife and make them.
Outside use magazine bags.

ok but cut a bit of you mean? Is there a way to close the open sides?
For my 12" discs I use blake sleeves.

I mean outside.
What do you mean with SOL?
Are magazine bags about the same width? And because they are higher you cut a bit of?
Just wondering..

Magazine bag, should buy at comic shop or order.
You can see size on outside of bag to see exact size.

A long time ago I used to have these, perfect fit but not clear.
Rather "milky" looking.

It looks like a home made rice paper wrapper. A very Japanese solution. Fantastically easy to make but not as easy as the hot knife on a magazine bag trick.

why you have to use a hot knife? if the width is ok you only have to cut off a bit or not?

Couple of years ago, I took a Pioneer LaserJuke white outer sleeve, measured all, requested a quote at a company which creates carton packaging.

Conclusion : you need to have a minimum run of 500 sleeves to get to a decent price - the cutter is the most expensive as initial cost, once available its rather cheap so you have to team up get to volumes....
Manual is nice for 1, but if you would like to replace a bunch its also not a real option.

It welds the bag shut right there as it cuts.

If you only have a plastic bag that is too big, when you cut the excess off with a heated wire or hot knife it seals the bag into the new size as it cuts. This is how all shrink wrap is sealed before it is shrunk. It is welded as its cut, or cauterized to use a more gruesome term. There are machines that do this but if you are handy there are DIY ways of doing it too. It only works well with some kinds of plastic bag and I'm not very knowledgeable about that. Rein-O can probably be more helpful.

If you only have to make one or two I would just fold something up like in that picture up there. I have very few 8" LDs myself, none of which are worth more than $10 probably, but if you were a Laserjuke maniac it would be worth figuring out a manufacturing method of some kind.

My temper is very short due to language barrier.

Just get some magazine bags and razor.

If bags are too large you get a hot knife, electric knife, soldering iron or something.
I use an old wooden ruler, it will burn but you go fast.

You need to melt the plastic so its closed on 3 of 4 sides, if you don't get this then don't bother to bag your collection and you've never done this
type of thing before on any collection you own.

Bagging stuff and protecting it has been around for decades or longer, if you can't figure it out now you never will.

what I try to say is if the magazine sleeves have the same width as the disc you only have the cut qa bit off and don't need to close a side
