I was thinking of getting a Framemeister XRGB-Mini (for use with a Pioneer CLD-79 and a 4K OLED TV), but could anyone tell me if I need to get a voltage converter? (I'm in the U.S.)

I used to use a Framemeister for retro games (I use an OSSC now and have never looked back) and I had the power adapter it came with plugged into a surge protector without any apparent problems. "100-240V~ 50/60Hz 0.5A -> 5V 2A". Of course, I'm sure someone will tell you I was an idiot for doing so.

No. That should be fine for use in the US. "100V - 240V" markings means it's a multi voltage adapter that will work anywhere in the world.
