Found it floating on YAJ/Mercari.

No obvious logo/spec sticker.
Custom made controller?

The 100V power outlets do not appear to "line up" exactly, as you would expect on a manufactured device. Also, the power cord attachment method seems to be very basic and not professional. I think you are correct, it is a custom (hand-built) controller.
