When was the last time it was replaced? Replacing fan belt on shifting side mechanism is it a difficult job to do? Do you need to remove plenty of parts to access this mechanism? Rubber dries from age and eventually breaks, good thing to do is to replace belt for loading mech and the side change mech.

The only challenge might be if you can’t get the tray out because the belt is so deteriorated that it won’t move it. If that was the case, you would spin a pulley wheel a few hundred times to slowly move the transport unit down and then move the tray out. Otherwise, if the tray does pop out, it’s as simple as this pic indicates. Replace belt as circled in red. Part VEB-1184.

Best of wishes you get it working . You could also try and clean the current belt and pulleys with alcohol to see if that might get it working. Sometimes it slips because of a mild amount of grease or dirt got on it.
