If the red light does not go off when you press the power switch you and on the secondary side of the supply you do have the proper voltages after the rectifier diode then you mat have an issue on the front panel board. You need to see if the front panel sends the power on signal when you press the power switch.
If the red light goes off but the unit doesn't power on then you need to check which voltage is being held down and if the problem is in the power supply or a board it feeds.
