Since you can't get it to eject, you will need to eject the tray manually, without electricity. The player unplugged, with the top cover removed. You insert your left thumb under the tray on the left side and you will feel the gear wheel that is responsible for the ejection movement. Your fingernail goes between a set of teeth on the gear wheel, and you put pressure to turn in the direction of the rear of the player. When enough pressure is applied, the tray should begin to come out enough that you can pull it out the rest of the way.
You just need to bring the tray out enough to expose the loading belt, which needs to be removed from the two pulleys. Use a fine tipped tool, such as a small screwdriver or tweezers, to lift the belt off the wheel. You will need to put the new loading belt on in a similar way. The general idea is that the diameter of the new belt will be slightly smaller than the one you are replacing to account for the lost loading/eject function because of the stretching of the rubber over several decades.
