I got this CLD-1070 from an eBay seller in the US.
It was listed as a CLD-1710 and sold as being in "Fully Tested Great Working Condition."
On testing it plays discs but is a noisier than my CLD-950, though I suppose that might be a higher end player since it supports both PAL and NTSC?
Does anyone know if this is to be expected from this model? Should I say anything to the eBay seller?
I am holding off on opening it until I decide whether to try to engage with the eBayer or not. At the end of the day I get that we need to be prepared to roll up our sleeves and do the odd maintenance ourselves to keep these heirlooms running but I can't in good conscience put my grubby hands on the innards until Mr. 1710 gets a chance to appease my indignant rage.
Can you try another cable, I wonder if its dirty on the connection or even the connector end of the player.
Try cleaning to see if that helps. Do you have contact cleaner???
Sometimes on some CRT sets you will see a little noise but its hard to tell from the video you posted if its normal or worse than should be. Thats why it makes me think contact or bad cable?
I think the poster means the noise of the player and not any visual or audible noise from the TV. Anyway, the noise just sounds like the clamper not precisely centering the disc or some other alignment issue.
Take the top cover off and see what it's doing. Also, do all the discs create this noise? How does it sound when playing a CD?

While ldfan was right that my immediate concern is the noise in the sense of the player being loud and whatever that might entail of loose parts and other dangers, the picture isn't that great compared to the 950.

I have tried three of my expendable laserdiscs on the player and they all make that same noise. In another noise-related thread I read that the shelf or table a player is on can have an impact as well, so I also did a test on the floor.
It still sounds like a lawnmower with a sturdy floor under it.
Audio CDs wouldn't play at all.
The player recognizes it as a compact disc, as seen on the screen but struggles to get going.
Any new thoughts? To get any further I am sensing that the player must be opened but before that I think I'll send the eBayer links to these vids and see if I can get a conciliatory reduction in price or something.
Open it up and give it a visual inspection. There could be a build up of dirt preventing the clamp from securing onto the disc and it may need cleaning. Observe what it does with the cover off you may notice something.
Well... if it doesn’t play CD, I think that could very well be a centering issue (but what odotb3 said is very relevant as well). I think Kurtis has mentioned before that the key is to get the CD running first and that might fix the LD issue (picture didn’t look good on LD and that can very well be centering).
Here is the link to hifiengine.com that has the service manual available. You’ll need to create an account to download it.
Yeah, eBay is saying open it up (or rather asking if I have a friend who "can fix it") so I guess I'll hit the shops for some contact cleaner tomorrow and fire it up after I take care of the dust/dirt.
