1. I currently have a Sony STR-DA2ES. I can't fully tell from the documentation if it has the capability or not (I'm guessing not, but you never know) but I wanted to know if I need something (for example, rf modulator) to utilize the AC-3 function of my player or if my AVR can handle that with just hooking up digital coaxial/RCA?
You need an AC3-RF Demodulator (or Processor w/ digital output) if you want to hear the DD 5.1 track on an LD. For DVD, you still need to run an optical or coaxial digital output to the AVR to get the DD track off of the DVD. So in this case, you are running two digital audio connections and one L/R analog audio (still need this to access analog audio tracks) to your AVR which does complicate the set-up as you'll need to allocate two inputs on the AVR to fully use all the audio options.

2. I have a Sony KV-27FS13 and I'm curious if the Comb filter on there is better than the one on the player? I ask in regards to using S-Video over Composite?
The FS series was Sony's entry level WEGA tube TV and information on-line indicates a 3 line comb filter. The DVL-700 appears to use a better quality 3D Y/C Separator (only works on S-Video output which is a given). Hence, you should use S-Video but just connect both and compare the two and see what you like better. For DVD, you'll definitely want to use S-Video

3. I've been under the impression that you should connect both the S-Video and Composite cable to get the best picture out of S-Video but I see in some instances that people only plug in the S-Video cable, even when there is a composite Input/Output available. Does this even matter or is there a proper way things should be connected?
Try both and judge for yourself.

4. The Control In/Out connection, what are those used for? For a modern user of the player that is.
These jacks are used for just sending remote commands to other Pioneer compatible machines. The basic usage is that maybe you have another Pioneer device in a cabinet w/ solid doors that would block the IR signal from reaching it. Hence, you can connect the Control Out of the DVL-700 to the Control In of that other device and now that hidden component can get an IR signal delivered via a wire connection from the LD player. This also works in reverse if you place your DVL unit in a place where you block its IR receiver.

5. There have been times where I insert a LD and the player spits it back out. Then I very slightly adjust it and reinsert it, then it plays. Can anyone explain what exactly might be causing the player to do that? Especially if I barely reseated the disc to begin with?
You likely need a new loading belt if you haven't change it @ this point. They stretch and will cause all sorts of odd mechanical issues. The part number for your player is VEB1184 which you can source on eBay or other places on-line.
