Trying to resurrect my beloved McIntosh 7020...

Currently, here's the issue:

It powers on, all segments of the LCD light up for 1 second or so, then extinguish. No further response to buttons, etc.

HOWEVER, if I disconnect the ribbon cable running between the control Panel and the Main Assembly, then try a powerup, it does something different:

It powers on, the LCD illuminates normally and responds to button presses ON THE DISPLAY, but never, for example, spins a disc, or ejects the tray. It would say "Play" if I hit play, but nothing actually spins up. Pressing "Open" shows Open on display, etc.

Any ideas? I visually inspected all the caps and they look ok. All the fuses I could find tested OK as well.

Thanks for any hints or leads!

It sounds like the power supply is not supplying enough power (just my guess). I would look at the CLD-97 service manual and check voltages.

Visual inspection of the capacitors is helpful when failed capacitors bulge or leak, but capacitors can fail and appear normal.
