As a buyer or as a seller?

As a buyer, it's up to the seller to decide to accept best offers or not.
As a seller, it's part of the Shop Options:

https://www.lddb.com/shop.php

  1. Close shop
  2. Accept Best Offers => Yes
  3. Open shop

So you can't just accept offers on individual titles?
