The flat fee is set at $0.30, and has never been subject to refunds" is true now but in early Paypal years even the $0.30 would be refunded.
So I was standing at anything from 2.9% + $0.30 to 3.9% + $0.30 (1% for cross-border).
And now... up to 7.9% that could be lost for a refund?
I supposed people will ask their buyers to pay as "friends & family" since there is no refund option?

Revolut or
N26 will be to let people make small payments from account to account for a marginal fee?
That'd be the death of Paypal for local/small transactions.
