Can anyone point me to a affordable 'Test Disc'?
Looking for one to help tweak color with color bars and aspect ratios etc.

None available on LDDb right now... Usually $25-40 but eBay is more expensive at the moment.

It's worth keeping a longer-term eye on LDDB and eBay for Video Essentials - I've seen four or five copies go past on UK eBay this year at widely varying prices (there's one up there at the moment at £20 BIN inc UK shipping which isn't bad).

If you're just setting up a monitor, though, there are quite a few discs that have bars or a simple testcard at the end -- e.g. from Princess Bride, The #40A (1987) [CC1194L] and Eagles: Hell Freezes Over (1994) [ID3061GF]:
